Universal Monthly Child Payments Replace Major Tax Credits and EITC.

This Act establishes a universal monthly cash assistance program for children under 19, aiming to reduce child poverty. To fund this, it eliminates the existing Child Tax Credit (CTC) and the Earned Income Tax Credit (EITC). Crucially, the new monthly payments will not count as income when determining eligibility for other federal aid programs.
