This Act introduces new rules for online platforms using personalized recommendation systems, focusing on protecting minors. Platforms must default to an algorithm that does not use personal data for content suggestions and clearly inform young users about how recommendation systems work and what data they collect. This gives minors and parents more control over the content they encounter online, rather than being driven by algorithms based on their activity history.
