New Loan Program for Small Businesses Building Build-to-Rent Housing.

This Act establishes the five-year "505 Pilot Program" under the Small Business Administration (SBA) to provide specialized loans to small businesses focused on developing and managing multi-family rental housing. By easing standard loan requirements, the program aims to boost the construction and renovation of rental properties. The ultimate goal is to increase the supply of available rental units for citizens.
Key points
Up to $3 billion annually (starting FY 2028) will be allocated for loans to support the construction of new housing intended solely for renting.
Small businesses developing rental housing will gain easier access to federal funding by being exempt from typical job creation mandates and leasing restrictions.
All funded projects must create at least one additional dwelling unit, directly increasing the overall housing supply.
