Extending Duty-Free Trade with Africa and Customs Processing Fees.

This law extends a key trade program allowing many products from sub-Saharan African countries to enter the US without tariffs until the end of 2028. This supports international trade and helps stabilize costs for imported goods, particularly apparel. The extension applies retroactively, allowing businesses to claim refunds for duties paid after September 30, 2025. Additionally, the law extends the collection of certain customs processing fees until December 31, 2031.
Key points
Duty-free import of goods from Africa (like clothing and textiles) is extended until December 31, 2028, supporting trade and potentially keeping consumer prices stable.
Businesses that paid duties after the previous expiration date can apply for refunds (without interest) within 180 days of the Act's enactment, as the extension is retroactive.
Fees charged for processing customs shipments (customs user fees) will remain in effect for an additional three months, until the end of December 2031.
