Noncontiguous Shipping Competition Act

The bill amends Title 46, United States Code, to exempt certain noncontiguous trade from coastwise laws. This exemption does not apply if a route is served by at least three independent owners or operators of coastwise qualified vessels, provided each transports at least 20 percent of the volume of goods on that route.
