TALENTS Act: Presidential Management Fellows Program and Federal Executive Boards

This Act establishes the Presidential Management Fellows Program to attract individuals with advanced degrees interested in the management of public policies to federal service. The program offers two-year appointments in the excepted service with the possibility of conversion to permanent positions in the competitive service.
