Payer State Transparency Act of 2025

This act requires the calculation of the Federal tax burden of each State and the total amount of Federal outlays received by each State. The Secretary of Commerce and the Director of the Office of Management and Budget must jointly submit a report containing these results to Congress and publish it on a publicly accessible website.
Key points
The government will annually calculate Federal tax burdens for each State, treating taxes paid by individuals based on residence and businesses based on economic activity location.
The government will also calculate Federal outlays (including contract awards) received by each State, proportional to where performance takes place.
A joint report containing these calculations must be submitted to Congress and published on a publicly accessible website of the Bureau of Economic Analysis.
