Act Ensuring Predictable Work Schedules and Employee Flexibility Rights

This Act aims to give employees greater control over their working hours and financial stability. It establishes the right to request schedule changes without fear of retaliation and mandates that employers in sectors like retail and food service provide schedules 14 days in advance. Employees gain extra compensation for last-minute changes and for working without adequate rest between shifts.
Key points
Right to Request Flexible Schedules: Employers must engage in a good-faith process to consider employee requests for schedule changes, especially those related to caregiving, health, or education, denying them only for bona fide business reasons.
Advance Notice Requirement: Covered sector employees (retail, food service, hospitality, warehouse) must receive their work schedule at least 14 days in advance, along with an estimate of their minimum expected monthly work hours.
Predictability Pay: Employees receive extra pay if the employer changes their schedule with less than 14 days' notice or cancels a shift. Additional pay is also mandated for split shifts.
Mandatory Rest Period: Employees can decline, without penalty, to work shifts scheduled less than 11 hours after the previous shift ends. If they consent to work, they must be paid 1.5 times their regular rate for those hours.
