Securing Energy Supply Chains: Banning Contracts with National Security Threats.

This Act requires the Department of Energy (DOE) to establish a list of entities deemed detrimental to US national or economic security, focusing particularly on suppliers of critical materials and batteries. Starting one year after enactment, the DOE is prohibited from entering into or renewing contracts with these listed entities or those who fund them. The goal is to safeguard US energy supply chains and reduce reliance on risky foreign suppliers, indirectly supporting the stability and availability of key energy technologies.

The Department of Energy must create an “Energy Non-Procurement List” of entities determined to be harmful to US security, prioritizing critical materials and battery suppliers.
One year after enactment, the DOE cannot contract with listed entities or their business partners, unless no alternative source for the goods or services exists.
Contractors bidding for DOE projects must certify that they are not associated with any entity on the prohibited list.
