Consolidating Veteran Employment Services Under VA for Improved Performance.

This Act transfers key veteran employment, training, and reemployment rights programs (including USERRA) from the Department of Labor (DOL) to the Department of Veterans Affairs (VA). Effective October 2027, this centralization aims to simplify access to critical services, allowing veterans to manage all their employment-related support through a single agency. The bill also merges existing veteran employment specialist roles into one streamlined position to improve service delivery.
Key points
Major veteran employment assistance, training, and reintegration programs will move from the Department of Labor (DOL) to the Department of Veterans Affairs (VA) starting October 1, 2027.
A new position, the Deputy Under Secretary for Veterans Economic Opportunity and Transition, will be established within the VA to oversee these consolidated services.
Existing state-level veteran employment roles (DVOP and LVER) will be merged into a single "Veteran Employment Specialist" position to streamline service delivery.
