Redirecting BEAD funds for AI, Next Gen 9-1-1, and national security infrastructure

This Act redirects remaining, unspent funds from the BEAD broadband program to critical infrastructure projects. This means better and more secure internet connections, including the development of Next Generation 9-1-1 networks, which will directly improve the speed and effectiveness of emergency response. The funds will also support the development of Artificial Intelligence (AI) and workforce training, strengthening national security and the economy.

Financial support and definitions are introduced for the implementation of Next Generation 9-1-1 (NG9-1-1), allowing emergency centers to receive voice, text, pictures, and multimedia data.
Funding is allocated for the construction of critical telecommunications infrastructure, including fiber optics, Internet Exchange Points (IXPs), and mobile wireless infrastructure.
Support for workforce development programs is included to address labor shortages in the telecommunications, cybersecurity, AI, and electrical distribution sectors.
A mandatory public challenge process is established for fiber construction projects to prevent unnecessary duplication of existing infrastructure (overbuilding).
