Satellite Emergency Alerts: Expanding Coverage While Protecting Opt-Out Rights

This Act aims to provide for the transmission of emergency alerts by satellite. Mobile service providers participating in the alert system must file an election with the Federal Communications Commission (FCC) stating whether they intend to transmit alerts via satellite. If a provider chooses to use satellite alerts, they must honor existing customer choices to opt out of receiving such notifications.
Key points
Mobile carriers can voluntarily choose to expand the emergency alert system using satellite transmission.
The existing right of users to opt out of receiving alerts is preserved; this opt-out choice must apply to satellite alerts as well.
The FCC is mandated to issue a final rule establishing technical standards and protocols for satellite alerting capability within 12 months.
