This bill aims to keep electricity prices stable for households by linking government financial aid for utility companies to their pricing policies. Companies that raise rates above 2026 levels risk losing federal funding and must cut executive pay.

The Secretary of Energy will stop financial aid to electric companies that raise residential rates above January 1, 2026 levels.
During the first year, any rate increase results in the immediate termination of federal financial assistance.
In the following two years, aid is only available if the top five highest compensated employees do not receive pay raises.
If rates go up after the first year, the compensation of the 5 highest compensated employees must be reduced by double the percentage of the rate hike.
