SILVER Act: Increasing Geographical Diversity of Precious Metals Depositories

This bill aims to reduce systemic risk by diversifying the storage locations of precious metals (gold, silver, platinum, and palladium) beyond the proximity of New York City. It requires derivatives clearing organizations to select depositories across different US time zones to increase liquidity, competition, and lower costs for market participants.
Key points
Mandates the selection of at least two depositories in each of the four US time zones (Eastern, Central, Mountain, Pacific).
Promotes competition and additional supply in lower-cost markets to reduce storage costs.
Reduces systemic risk by avoiding the geographic concentration of depositories.
Creates objective and transparent criteria for evaluating and selecting storage facilities.
