Home Team Act: Protecting Local Sports Franchises from Relocation

This bill aims to keep professional sports teams in their home cities by restricting their ability to move to other states. Local governments and fans will have a fair chance to buy the team before it relocates, protecting local culture and public stadium investments.

Sports leagues are prohibited from banning public or community ownership of teams.
Owners cannot move or fold a team without first offering it for sale to local entities.
Priority to purchase is given to local governments, fan cooperatives, and local non-profits.
The purchase price will be reduced by the total amount of public subsidies used for stadium construction.
Owners must provide at least one year's notice before a planned relocation or elimination.
Violators face a civil penalty of $30,000 for each day they are in violation of the law.
