Setting Consumer Standards for Lithium-Ion Batteries Act

The Act requires the Consumer Product Safety Commission (CPSC) to promulgate specific standards (ANSI/CAN/UL 2271, 2849, 2272) as final consumer product safety standards for batteries in light electric vehicles. The CPSC has 180 days from enactment to promulgate these provisions. Revised voluntary standards become enforceable standards unless the CPSC determines they do not improve safety.
Key points
Required Standards: Batteries and electrical systems in e-bikes and personal mobility devices must comply with ANSI/CAN/UL standards.
Legal Status: The adopted standards will be treated as consumer product safety rules under the Consumer Product Safety Act.
Standard Updates: Revised voluntary standards become effective 180 days after notifying the CPSC, unless the Commission rejects them.
Report to Congress: Within 5 years, the CPSC shall submit a report regarding fires and hazards related to lithium-ion batteries in micromobility products.
