Free College for All: New Higher Education Funding Rules

This act aims to introduce free tuition at public colleges and provide financial support for students. Changes also include increasing access to education for disadvantaged groups and improving teaching quality. Citizens can expect lower education costs and greater opportunities for development.
Key points
Free Tuition at Public Colleges: Tuition and required fees will be fully eliminated for eligible students at public two-year and four-year institutions, as well as Tribal Colleges and Universities.
Support for HBCUs and Minority-Serving Institutions: Private nonprofit Historically Black Colleges and Universities (HBCUs) and Minority-Serving Institutions (MSIs) will receive grants to eliminate tuition for eligible students.
Pell Grant Improvements: The maximum Federal Pell Grant amount will be increased, and its use expanded to cover living expenses. Dreamer students and those with specific immigration statuses will become eligible for Pell Grants.
Increased Support for Low-Income Students: Funding for Federal TRIO and GEAR UP programs, which assist low-income and first-generation students in accessing and completing higher education, will be significantly increased.
Investments in Instructional Quality: Institutions will be required to maintain spending on instruction and student support, and work towards increasing the number of tenure-track or tenured faculty.
