This Act establishes a new public health insurance option, "Medicare Part E," available to eligible residents in the individual and group markets, offering comprehensive, Gold-level coverage including reproductive services. It introduces an annual out-of-pocket spending cap for traditional Medicare beneficiaries and permanently enhances the generosity of Affordable Care Act (ACA) subsidies.
