Agricultural Biorefinery Act: New grants and loan guarantees for advanced biofuels.

This Act expands and improves financial support programs for companies producing advanced biofuels (including ultra-low and zero-carbon bioethanol), renewable chemicals, and biobased products. The program introduces new competitive grants and simplifies access to loan guarantees, especially for proven technologies. Priority will be given to projects demonstrating potential for rural economic development and a positive impact on resource conservation and the environment.
Key points
New Grants: Competitive grants are introduced for developing, constructing, or retrofitting pilot-scale biorefineries to demonstrate commercial viability.
Easier Loan Guarantees: The Secretary can waive the feasibility study requirement for technologies that are already proven or commercially available.
Increased Funding: Financial support is extended through fiscal year 2029, with an additional $40 million allocated annually for 2025 through 2029.
Priorities: Grant approvals will prioritize projects using new feedstocks, innovative processes, collaboration with producer associations, and those positively impacting the environment and rural economic development.
