Protecting Federal Employees from Layoffs During Government Shutdowns.

This Act aims to secure job stability for federal employees. It prohibits Executive agencies from initiating or executing layoffs (reductions in force) during any period when the government lacks funding (a shutdown). This ensures that federal workers will not face job loss specifically due to budget impasses.
Key points
Executive agencies are banned from carrying out layoffs during a government shutdown (lapse in appropriations).
Any layoff action taken in violation of this rule is legally void and has no effect.
The protections apply retroactively to actions taken since October 1, 2025.
