Fair Accountability Standards for Foreign Medical Schools Accessing Federal Student Aid.

This bill establishes stricter, consistent quality requirements for graduate medical schools outside the US and Canada to qualify for federal student loan programs (Title IV). The goal is to protect US students from accumulating high debt at low-performing schools and safeguard taxpayer dollars. Schools must now meet higher performance standards, such as achieving a 75% passing rate on key medical examinations, or lose access to federal financial aid.
Key points
Foreign medical schools must ensure at least 75% of their students/graduates pass the ECFMG examinations to remain eligible for US federal student loans.
Existing exemptions (grandfather clauses) for certain foreign for-profit medical schools, which historically received large amounts of federal funding, are repealed.
Students currently enrolled at schools that lose eligibility will still be able to receive federal loans for up to four years to complete their studies.
