Balance the Highway Trust Fund Act: Spending Limited to Receipts

The Act introduces a mechanism limiting obligations for Federal-aid highway and highway safety construction programs to the estimated net highway receipts. A similar limitation is imposed on spending from the Mass Transit Account.
