Protecting Residential Power Rates from Data Center Demands (GRID Act)

This bill imposes requirements on data centers to ensure the prioritization of residential ratepayers. Covered entities will be required to use independent power sources or obtain a certificate proving no impact on rates, potentially by paying offsetting credits.
Key points
New data centers (with a demand of 20 MW or more) will be required to derive all energy from sources separate from the electric grid.
Existing data centers have 10 years to comply with the off-grid requirement, during which they may apply for a Zero Rate Effect Certificate.
Entities may meet certification requirements by paying 'Rate Effect Credits' or through other financial arrangements to offset effects on electrical rates.
The bill establishes requirements for public disclosure of estimated and actual utility usage, as well as real property acquisitions for data centers.
The legislation imposes a civil penalty of not less than $1,000,000 per day for violating the off-grid power requirement.
