State-Based Education Loan Awareness Act

This bill makes it easier for colleges to promote state-run student loan programs that offer competitive rates and terms. It ensures students are aware of affordable state options after they have used their federal loan eligibility.
Key points
Exempts high-quality state loan programs from certain strict regulations usually applied to preferred lender arrangements.
State loans must have interest rates and fees equal to or better than federal Direct PLUS loans to qualify.
Schools must still advise students to exhaust all federal loan options and explain their benefits, such as loan forgiveness, before taking state loans.
The programs must be provided by state agencies or nonprofits and are not federally insured or guaranteed.
