District of Columbia Home Rule Improvement Act: Increased Congressional Oversight

This bill extends the time Congress has to review and potentially block local D.C. laws and grants federal lawmakers the power to veto specific parts of those laws. It also subjects the D.C. Mayor's executive orders and regulations to the same federal approval process.
Key points
Extends the mandatory congressional review period for all local D.C. laws to a uniform 60 days.
Allows Congress to block specific provisions of a law rather than having to reject the entire act.
Subjects the D.C. Mayor's executive orders and regulations to congressional review and potential veto.
Prohibits the D.C. Council from passing laws substantially similar to those already rejected by Congress.
Requires the D.C. Mayor and Council Chair to testify annually before Congress on the state of the District.
