Protecting American Consumers from Robocalls Act

This Act expands the scope of the Do Not Call rules to include all telephone subscribers, expands the private right of action for calls in violation of those rules, and modifies the definition of an automatic telephone dialing system.
Key points
Do Not Call rules are expanded from residential subscribers to all telephone subscribers.
The private right of action is expanded to apply after a single telephone call, rather than more than one call within a 12-month period.
The definition of an automatic telephone dialing system is expanded to include dialing from a list of telephone numbers successively without human intervention.
The Federal Communications Commission (FCC) must revise its regulations within 270 days to implement these changes.
