Methane Emissions Program Changes: Relief for Small Businesses
This act modifies the methane emissions reduction program, exempting small oil and natural gas producers from certain fees and reporting requirements. It also specifies when methane charges can be collected and introduces new rules for public comment periods and dispute resolution. The aim is to ease the burden on smaller entities and increase program transparency.
Key points
Small oil and natural gas producers, with up to 2,500 employees and emitting less than 25,000 metric tons of CO2 equivalent annually, will be exempt from methane emission charges and reporting.
Methane charges will not be imposed until all program grants are fully disbursed and emission calculation rules are validated and publicly available.
All new regulations related to the methane reduction program will be subject to mandatory, extended public comment periods (minimum 90 or 120 days).
An expedited dispute resolution process will be established for facilities to appeal or dispute the amount of imposed charges.
The methane emissions reduction program will terminate on December 31, 2034, unless reauthorized.
