Oversight of Ukraine Aid: Establishing the Inspector General Office

This Act establishes the Office of the Inspector General for Ukraine to audit and investigate all funds and military/nonmilitary support provided to Ukraine since 2022. For citizens, this means increased accountability and transparency regarding how taxpayer money is spent on foreign assistance, aiming to prevent fraud and waste. The Office will operate for five years, and its reports will be publicly available unless the President invokes a national security waiver.
Key points
Creation of an independent Inspector General to oversee all US funds and activities supporting Ukraine (military, economic, humanitarian).
Mandatory quarterly reporting to Congress and the public detailing expenditures, contracts, and comparing US support with aid from other NATO countries.
The Office has powers to conduct audits, investigate fraud and illegal activities, and monitor weapons transfers and compliance with end-use requirements.
The Office is authorized $70 million, offset by a reduction in funds previously allocated for Ukraine's Economic Support Fund.
