It sets specific deadlines for starting negotiations and mediation, and if no agreement is reached, it mandates binding arbitration. This is intended to ensure employees gain quicker access to the benefits of collective bargaining.
Key points
Employers and unions must begin negotiations within 10 days of formal union recognition.
If no agreement is reached after 90 days, parties can request mediation from the Federal Mediation and Conciliation Service.
Should mediation fail after 30 days, the dispute will proceed to binding arbitration, with the decision valid for 2 years.
Arbitration decisions will consider the employer's financial status, employee cost of living, and wages in similar businesses.
